No noticable cracks..

What's the deal here?
Remove the light and inspect it from the inside and from the outside veiw. There must be a small crack for water to seep in.
  If you do find the crack try some hot glue in the cracks and that should help or some silicone.

 Or once the headlight and bulbs are removed you can fill it with water and see where it's leaking.

Thanks but no thanks.
 I do not like the look of frothy/frosty lights with the look of morning dew in ur headlights, by making holes in them your effectively allowing moisture to build up and allow water to enter and come in contact with your bulbs, which will eaither rust the sockets or short the bulb.
 So either find the source and make the repair necessary or for $30-$35 buy a new taillight casing for your car.(From amazon/ebay)

Did this happen randomly or did someone bang cars and cause a Crack?
  The norm is not to have water seeping inside the casing, unless there was a hit and dent?
 But whatever the reason is, try to find the source of the issue.

I liked PepBoys in Howell. Each one charges different. I think they were $15 or $20.

Two options.
1 - Buy a new tail light.
2 - Drill a small hole in the bottom as was suggested.
I have drilled many holes and it works like a champ.

NJ humidity might make a difference. Although I don't think by much

These are not airtight units. It already has a crack/hole letting water in.
