Does there exist a non-chase card that offers a 0% intro APR for balance transfers and no (or perhaps 1%) balance transfer fee?

Get any card with 0% apr and buy VR's. You will have fee of $7.90 per thousand, but will get points/cb etc... Or use at amazon payments...

barcley is offering 2% on BT with around one year 0% apr . Remember that after one year you have annual fee

Discover has offered me 0% APR + 0% BT fee. Try calling, I believe it's targeted, but they might give it to you.

Bumping this cuz it hasnt been addressed in a while and there may be a new option on the market.

I just got a offer for my US-Aviator card for %0 APR untill Sept. '16 with a %1 BT fee or until Dec. with a %3 transfer fee
