A friend needs a commercial phone system for a nursing home that he works in. They need 125 of the following

PANASONIC PHONE SYSTEM:
1KX-TDE200 IP PBX.
1KXTDA0103 LARGE POWER UNIT. 1KX-TDA0181, 16 CO LINE CARD. 1KX-TDA0172, 16 EXT. CARD. 1KX-TDA0170, 8 HYBRID EXT. 6KX-TDA0174 16 PORT SINGLE LINE CARD. 1KX-TDA0290 23 CH. PRI CARD. 21KX-DT333B, 3 LINE LCD, SPKRPHONE. 925 PAIR AMPHENOL CABLE W/66 BLOCK. 1KX-TVA50, 2 PORT VOICEMAIL. 2KX-TVA503, 2 PORT VM CARD.

Anyone know a cheap place for this?

Big name PBX's can be tricky.  Not sure about Panasonic, but for example, Avaya, Nortel, Lucent...you have to be an authorized dealer, otherwise you'll get no support.
Who is the installer?  Why noy buy from them?

Are they open to using a VoIP system? If so, I know of a great company.

Any authorized dealer will charge a high markup.  Google one of the model numners to find a few websites, and then PUTPAC that website's sales.  IME, you could probably save 5k.  Be very careful with the T&C for the warranty.  Make sure the installer (or some other IT/pbx) is guiding you.  The list you gave is very specific.

VOIP can mean two things.
1.  What most people think of.  The actual phone call is serviced through the internet.  GV, Magicjack, Ooma, etc are all consumer level examples.  And there are commercial products as well.
2.  VOIP can also mean the way the phones communicate with each other and the pbx.  Meaning that the transfer of data is over IP (to exclude analog oe digital).  The actual phone calls are still POTS (Plain Old Telephone Service).

I did not look up those part numbers, but from the descriptions it sounds like it is a VOIP PBX with POTS (2 above).  The need for a 66 block would indicate POTS.
