Normalizing emergency passports is just adding a layer of dysfunction, these people could’ve gotten 5 year passports.
They are actualy different documents.
The emergency passports are printed in Israel, with way less security features, and are ready next day at latest.
The 5 year passports are produced in US and flown into Israel in diplomatic pouches, and mailed on to the holder.
It's a vort of turnaround time...
Emergency passports can be turned in for full validity passports - at no charge! - as long as they are still valid.

I recently had the same issue, though I was dealing with the US consulate in Australia. You have to make sure that you get the birth certificate as soon as possible. If you have all the information and forms for reporting a birth abroad, worst case scenario, they can order an emergency US passport which would be ready overnight. Generally though it takes about a week. I would also email the consulate ( usually they respond rather quickly to US citizens) and tell them your situation and ask if they can give you an earlier date.
