No need to run to the phone and check every hour.

If there's a very special deal (usually only 1 -2 per week) then they can get a silent "number" text to notify them. This way, no hotline needed.

we can respect that there are bochurim who use the phones to call and receive calls
but not to be texting, What's Apping, and surfing with unfiltered internet

Too many 12 -18 year old bochurim have smartphones -- many parents feel it's not appropriate at this age,

and unnecessary, sometimes distracting/harmful too early exposure.

if your going to be accessing online content, although through different means, then you might as well have internet.  hence the rabonim that say you shouldnt have internet feel that even with a filter (yes work and stuff has a "heter") but this just feels like your trying to trick the system.
