Home equity line of credit

Hi all,

i am in search of a good deal for a home equity line of credit
any DPs which bank offers the highest percent of LTV

Fulton Bank In Lakewood was the best i found.
Up to 90%Ltv and best rates.
Although rate is significantly Higher for 90% as opposed to 80%

Looking to take out a home equity immediately after closing on a mortgage in NY.

1. How quickly can it be done?
2. The Down payment is 23%

If you know of specific Banks/Credit Union that do it.

I'm looking to purchase a small invest property. For a down payment, I'm weighing to either refi or Home Equity Line of Credit. With the Home Equity I
ll save about 3k as there's no closing costs like there is with a refi. Is there any downside with home equity? Olbviosly the terms are 10 years verses 30 year but other than that are there any other things to consider?

In general, one has to be careful using one's primary residence as a source of funding for investments. 
If you're sure you can afford the payments without the proceeds of this investment, it's less risky.
