If the only criteria is Chabad then probably yes.
If he's stopping in JNB or anywhere else with kosher, then he can definitely buy food there and shlep it anywhere

Mauritius didn't appeal to me when doing research. What are you seeing there that strikes your fancy over a SEZ, ZNZ, or a jungle in Africa?

Seychelles is significantly more expensive and is more exotic/paradise. Also vacationing there is more about island hoping, day trips, and exploring remote stunning, secluded deserted beaches full of granite boulders.  However, during the June-September months, due to South-East trade winds, East and South Eastern part of Mahe is full of seaweed, and south-western side of Mahe and Praislin are too rough for swimming. So one should do their research. Highly recommend staying on island of La Digue.

East and south eastern part of Mahe is full of seaweed while south-western side of Mahe and Praslin is hit by rough waves. Also western side of Praslin receives considerable amount of seaweed, mainly on Grand Anse and Anse Kerlan. Also, it would be more pleasant to fly (10 minutes) then using the Cat Cocos ferry (one hour) between Mahe and Praislin during the June September months due to the choppy waters.
