It's a question I struggle with as well.

If someone has to pay, say, $1,000 in rent, and is simply having trouble paying the rent --

If I pay the rent that month, and then the person then uses the $1,000 saved to say, buy a new expensive dress or suit, how does that work?
You said "he's having trouble paying the $1k rent"  . 
So then where would he get the $1k to spend on a suit?

Evyon is someone who isn't currently worth the amount of 2 seudos. I think that's what PG meant by It's hard to imagine someone in 5T that meats that criteria.

MB says that one should give more money for Matanos Levyonim than he spends on Shalach manos and the seudas purim. So aside from the shiur of seuda, you have that siur as well
But why Davka the 5 towns? you'd be hard pressed to find someone meeting that criteria almost anywhere.

He or she would scrap together the amount that is needed for rent, whether it's borrowing, working an extra shift, etc.

I wonder if the qualification of 2 seudos means on available cash ? or are we defining this as cc debt ? we are in the age where yenem can livee a life while racking up tens of thousands on cc and then i dunno go vanila bonkers and churn ;)

The IRS does not count cc points and miles as gross income, so if you sell miles min hastam you should still be an evyon in terms of halachik income..
