Hertz rental under 21

I used to use the USAA cdp until they started asking for a USAA or military ID which I don't have, then I found the yeshiva code (2046380) which worked fine for me up until a month ago, now when I use it,  it shows an age differential charge. USAA works for me everywhere besides for Baltimore where the Manager doesn't allow it, so is there any other code I can use besides for USAA (77694) and Yeshiva Group (2046380) that allows a 20 year old to rent without an underage fee?

There probably are other codes but if the manager isn't cooperative they probably won't work either.

The yeshiva code worked fine when there wasn't an underage fee, but now when booking an online reservation it started showing an underage fee, I think anything that isn't usaa should be fine. And I'm curious why the Yeshiva Group code stopped working
