I bought an item a week ago from 1saleaday on eBay. They have not even shipped my item yet and have not responded to a single email of mine. What can I do at this point as I really want the item soon.

1saleaday usually takes 1-2 weeks to ship their items.

Yesterday I bid on a Galaxy S3, and was outbid. Today I got a message from the seller saying:

Hello! You recently bid on a galaxy S3 in pebble blue that I had for sale, but were outbid by one other member at the end. It turns out that the member has been suspended and is no longer an active user. If you would like to continue and complete the transaction I would be happy to set up a private buy it now auction for your last bid of 176. please let me know if you would like to proceed. Happy holidays!

I tried finding the original listing to see who bought it, but I get an error that the listing has been removed. The seller has 199 feedback, 100%, 11 in the last 12 months. Is there anything to be suspicious about?
No need to be suspicious. When an items sells to a buyer that was suspended, the listing they recently bought gets removed from eBay

+1
Or even a buyer without feedback, the seller many times gets n option to not sell him the item, but to the next highest bidder if they want..

I sold something (twas a best offwr) and the buyer hasn't paid for the item, sent him a few msgs but no response,
I want to cancel the sale, does it have to go through a process (submit cancelation request and wait for accept) or is there a way to just cancel it instantly?

PS. I wanna know ASAP so anyone please respond if you know, appreciated!

Not the expert here but for a first response... I think it haves to go thru the cancellation request etc... you cant just cancel the sale.
You can say what you think when you think what you say.

You can either cancel the transaction which will require the buyer to agree or you can open an unpaid item case on the sale.

Correct, has to go thru cancelation request.

If you have an eBay store, a non payment case will automatically be opened, and closed if the buyer doesnt pay within 8 days that the case is opened

I sold 3 phones for $180, and the buyer paid with PayPal. The shipping address is XXXXXXXXXXXX (DO80Q47051N), 7801 NW 37th St, Doral, FL 33166. This maps to TransExpress, which is a company which reships to South America. The address is confirmed by Paypal, however, the name on the Paypal account doesn't match the buyer's.
I Googled it, and it seems that some people said they got scammed by buyers doing chargebacks and claiming they received the wrong item, and some said they didn't have a problem.
Does anyone have experience with this? Should I ship the phones, or could this be a scam?

A buyer is returning something I sold claiming item is not as described.
Who is responsible for return shipping?

If they dont open a case, typically they are responsible for the return shipping.

If they open a case, eBay will issue a return shipping label.

Cases that are resolved in the favor of the buyer is held against your top-rated seller status.

He opened a case and I responded by requesting he send the item back for a refund. I messaged me saying that he paid for a return label and is asking me to pay for it.
