no, and he already filed a claim on eBay. My q. is if I don't offer returns and the product was exactly as described  why am I responsible?

Because he claims he received a defective item and that you are responsible to take back. [Its not a return; it was never a sale]

Yes, tell the it is not your issue or then fight with ebay if they wont help. You shouldnt need to pay for return shipping.

I am having an issue with a cell phone I purchased. The phone wasn't working, so I arranged with the seller to return it. I mailed them the phone, and received it back in the mail a few weeks later. I contacted the seller about this, and got an answer to the tune of "that's weird!". I contacted them back, and haven't heard from them since. It's been about 3 weeks.

When I try to report it to ebay, I get this message:
What can I do now?

Called paypal. The guy said that it's past the amount of time that they can offer protection, however he will escalate it to management and see if they can do anything for me.

I bought a replacement Galaxy S3 battery. When i started using it, it took forever to charge, and the phone kept crashing.
I sent the seller a message, but more than a week passed without a response.
Today I opened a case with ebay, and I just got a full refund, and it's marked as returned already.

I use this and it currently generates 50%+ of my eBay business.
Haven't had a problem to date, been using for 6+ months.

I don't sell bid only items any longer, but it used to be best to end it on a Tuesday at 10pm EST.
Maybe someone else who sells in this format can input.
