Approximately how much % will it cost me when selling an item after eBay and PayPal fees (if it varies by item I'm talking about a camera)?
About 13% in fees (eBay 10% - PayPal 2.9%)

There's currently a promotion capping seller fees at $10. Also make sure to opt in for new seller promotion for a $50 eBay gift card reward for selling.

I got a $50 coupon from eBay that expires soon. What's the best way to cash it out?

First thing first, use it to buy a $50 gift card that doesn't expire and doesn't have to be used in one shot.

What happens if you ship to a rouge acct

I was in such a rush to get my other packages to the PO that I didnt realize that the last buyer didn't have any feeedback and crated their acct today.
I shipped with tracking but no signature required.

Assuming its a bad account, I'm I screwed? Will seller protection cover me ?

Im not 100% sure but a few things lead me to believe this is a scam

0 feedback
Account created on dec 1 2015
unregistered paypal acct
when I googled the address I got several real estate websites seems that the house is up for sale
the ebay name seems to be just random letters and numbers

I know everyone has to start somewhere, but I think I have legit concerns

Sounds suspicious.
Maybe be proactive and PUTPAC eBay to voice your concerns.

What is your concern?  That the buyer will claim that he never got his item?

Wonder how this will work out...

Whats eBay policy once  a seller sells and Item, the buyer paid, then the seller cancels and refunds the Paypal back to the buyer, then the seller sells  at a later date for a higher price? 8).

I sold the coins @ $1590 but now I see people are buying for $1800.

Is there a penalty for the seller?

Is this promotion still around?
Any other promotions now?

This one is dead, there may be others

Iirc You will get a defect on your seller account.

If the buyer agrees to cancel, you will get your fees refunded.

If the buyer does not agree, you may need forfeit the final value fee on the order.

In addition I believe the buyer can still leave feedback which will most likely be negative if you screw the buyer like that.
