Ebay gift cards no longer requires a 4-hour wait from purchase time until use, apparently. Previously, they often required a 4-hour wait from the time of purchase until it could be used.

Im iyH starting an eBay business. I am doing it with a partner and we both have existing accounts. We would like to open one account now.  Do eBay notice that my PC was logged in to a different account and shut me down? Or can I just use this new accepts no issue of them tracing the IP? Also,  is their an issue that I'm based in Israel and it a UK based account?

Lol true. But I was answering different questions. Computers don't have IP addresses. They have Mac addresses. IP addresses is the way you connect to the Internet. They can notice if you are using the same computer- if you don't wipe cookie data etc. Using the same IP address can be an issue- if it's combined with other red flags for them. Hence the maybe. Best is to clear all cookie data on computer, don't login to anymore accounts on that computer, and get a new IP address.

Yes, for some reason by them it's a red flag. That's known as account linking through same IP address. That in itself doesn't trigger an instant closure, but it's a red flag.

What are you using for WiFi? You can just turn off router for a few minutes. If you are using a phone just put into airplane mode.

Yes. Google "what's my IP" before and after to make sure you kept it off long enough.

-1. If they catch you with two 'seller' accounts they will shut both down. You can ask them permission before though. Same policy as Amazon. By both they don't just approve you, you need to provide a good reason.

They will only shut both down if you are using it to get around listing limits, or if one of them goes below standard (or eBay shuts it down for any other reason).

Basically, your accounts will be tied, but they will be fine just as long as both of them are in good standing.

I see you follow aspkin, and that forum is full of such stories, in addition to happening to me and a few people I know. All I was saying was that it raises a red flag, what they do with that flag is up to them.
