A buyer messaged me to change the address after he bought a item.  Is it safe to do so ?
You lose seller protection if you ship to a different address. Tell them the only way to ship to a new address is to cancel the original order and they then purchase it again.

My buyer of the coin deal is in Canada, canada post attempted delivery and left notice for him to pick up.
If he doesn't pick it up, will i be obligated to refund him if it gets back to me?
If yes, then why won't all bullion buyers do this shtick, like buy a million dollars of gold, and if the price drops, refuse shipment and if it goes up, accept.
Does ebay have policies to prevent this?

I was buying from PPDG and I was trying to use ebay GC to buy some other GC with my targeted 10% eBay Bucks and it was only allowing me to use $59.60 in gift cards, it made me pay the rest in cash. Anyone else ever have something like that where it limits the amount you can pay in GCs? I know there is a $1k limit but this was far from that.

No, although I am a lot closer than I thought. I am over $1k/60 days.

what's the chances a seller will let me cancel my order even though it has a tracking number already?

If he didn't ship it yet he can still cancel the label. Why don't you ask?
ETA: Did you check to see if it was scanned by the carrier?

None were scanned. I messaged the seller.

Thanks!

I bought a $590 item on eBay,  a signature was required for delivery,  I wasn't home at the time the delivery man (usps) came,  the delivery status says "attempted delivery"  item got lost  no tracking info available afterwards,  to make a long story short I didn't get the item I called up eBay and opened a case "item not received"  eBay close the case against me and said that because the tracking history shows that it was an  attempt to deliver the item the seller isn't responsible anymore so they will not give me my money back.  Isn't that ridiculous?  I paid $600 for a item that I never got!

Recently, whenever I input a GC code, I get this: We can't apply this gift card. You've already redeemed the maximum amount of gift card funds allowed per order.
What's going on? Thanks.

9.The Gift Card may not be used to pay eBay or PayPal service fees. The Gift Card also may not be used to buy other eBay Gift Cards or items generally considered to be "bullion" (for example, gold, silver, and other precious metals in the form of coins, bars, or ingots).
10.During the first 90 days after registering an eBay account, no more than a total of $1,000 in Gift Cards may be redeemed. For eBay accounts greater than 90 days old, no more than a total of $2,000 in Gift Cards may be redeemed over any 60-day period. Further, you may only redeem a maximum of eight Gift Cards in any single transaction (and fewer if you are redeeming Gift Cards in combination with other redemption codes, such as coupons or vouchers). Restrictions also apply to the purchase of eBay Gift Cards on ebay.com. See our Gift Card Policy for details.

Thanks for replying. The only possibility here is "For eBay accounts greater than 90 days old, no more than a total of $2,000 in Gift Cards may be redeemed over any 60-day period." (Not sure if that applies)
However, even that doesn't make sense given the error that says "per order".

how old is your account? how many gift cards did you try to use? how many did you use in the last 60 days?
