I sold the same item ($600+) 3 times by auction but the end of the game was that the buyer never paid me, I opened a unpaid item case but that was it. Is there anything can do to avoid this should happen again?

no. I've had this happen many times. What I believe is happening is that someone who you are competing with has a spoof account to get your item off so that his item can sell. Very annoying. Report the buyer

Can I  block certain people to bid on my item based on their feedback?

I think there is a way to block specific bids, but I meant to block any bidders that have less than x feedback or more than x violations in x period of time.

I don't see that option when I list my item.  How can I do that?

It's not an option in individual items, you have to go to seller dashboard and change your preferences.

Question:
I used to sell some odds and ends on ebay but stopped for a while. When I recently sold one thing, I didn't realize that my autopay setup was not going to work and now ebay charged me a $15 "Returned Item Fee." Is there any way to fight this?
