How to get someone at eBay (as a seller) who can actually help you:

Message them on Facebook (sounds weird buy I've done it and it works)

DM them on Twitter. (I've never done it but heard stories of success)

If my pay pal account is shut down, can I still use my eBay account that shared the same email address to buy gift cards from pay pal digital gifts ?

So if I now have a couple of eBay gift cards linked to the email address that was shut down by pay pal, there is no way for me to use them, being that I need to check out with PayPal ?

Depends on situation that closed your accounr. Contact ebay directly or provide more info so we can adjudicate.
