I am looking for a professional who can help a suspended eBay account get reinstated. The suspension was regarding the return refunds were done through paypal and not by calling eBay and notifying them that the buyer has requested a return. Very honest mistake. A very good account.

You should wait a week.
Don't ship till you get paid.
You can send them a reminder to pay.

How much time does the buyer have to pay, before it gets cancelled?
You can open an unpaid item case after 48 hours. If they still don't pay within 48 hours of you opening the case, you can close it and you get your final value fees back and the buyer gets an unpaid item strike on his account.

Some thing of mine sold today, auction-style.  The final bidder immediately sent a message asking to pay in a month when his money comes in.  I wrote back that ebay expects payment in 2 days, sorry. So he wrote back 'Why the @#$% not?' I didn't answer him. 
But I looked at his account.  He opened it today and doesn't have a house number in his address.
So I spoke with someone at ebay.  She said I can cancel the sale to him.  They would send him notice, and he would have time to respond.  It would take 10 days.
OR I can wait for him to (not )pay in 2 days.  Open a non-payment case.  He would have 2 days to pay.  If he doesn't pay, I'm done.  If he pays, I file to cancel for incomplete address.  It think she said it would then cancel.
I want to give a 'second chance' to the 2nd highest bidder, so I can sell this.

So, on her advice, I offered it to the 2nd highest bidder.  She started an 'investigation' (or whatever) into the 'suspicious' account.
Should I do something differently?

I just got an email from ebay. (That was quick!)
"Suspicious buyer for item."  Their bid was removed, etc.  I'm off the hook.
Now I just have to wait for the 2nd chance buyer ( my 2nd highest bidder) to decide to buy it.

I'm really struggling with offering items to international buyers.  I am currently selling a lot of a lightweight product and a good 30-40% of the buyers are international.  However, the global shipping program isn't a good option for these savvy buyers as it's too costly.  I was offering international first class parcel shipping which generally has delivery confirmation to some of Euro countries and for the others it doesn't I was taking my chances.   Plus my items should be shipped in a rigid mailer.  However, they've now increased the lightest weight international first class package cost to $11 (vs $6).  I've had a good deal of buyers ask me to simply ship the items in a first class letter and I would since it would increase my sales and lower cost for everyone but it has two major drawbacks 1) i lose some protection from delivery confirm on the packages to countries that do it and 2) I get a bad mark for not uploading tracking causing me to inevitably lose top rated status and all the benefits from that... 

What am I to do?  I guess my options are sell these items from a seperate account that doesn't care about top rated and ship via letter, enroll items in global shipping or simply only offer $11 shipping... Any thoughts?

You can't buy eBay gift cards with these certificates? That's usually the easiest way to eliminate expiration dates.
