how old is your account? how many gift cards did you try to use? how many did you use in the last 60 days?
It's old. One. IDK.

Ebay told me there's a 5k/180 days limit, and I hit that. Ever heard of such a limit?

Can I make a second Ebay account for a different person at my address, or do I need to do it at a different address? Thanks.

If you get flagged for evading the GC limits by making multiple accounts, they'll chuck you and blacklist your household no questions asked. Tread carefully.
Who do you think you are fooling? You think you are going to pull a quick one on your Creator? Good luck with that.

If u get flagged for anything.. They'll shut u down... Same address, same numbers, same PayPal, same purchases... Its against their t&c to have multiple accounts

Even for different people? meaning different people in the same household making the same purchases?

They won't flag u for that necessarily, but once they do flag u (for example if you both buy the same daily deal, that is a flag coming from same address), then the whole household will get shut down, so better play it safe then sorry

Is ebay as bad as amazon with getting accounts reopened?

You don't use eBay's insurance? Looks like it has decent reviews online.

Per DoC eBay Gift Cards can no longer be used to buy third party gift cards.

New eBay Gift Card Terms:

The Gift Card may not be used to pay eBay or PayPal service fees. The Gift Card also may not be used to buy eBay Gift Cards, third party gift cards, gift certificates, coupons, coins, paper money, virtual currency, or items generally considered to be “bullion” (for example, gold, silver, and other precious metals in the form of coins, bars, or ingots)

DISASTER!
I know, I'm sitting on a few hundred dollars of eBay GCs waiting for the next bonus bucks to buy some GCs to flip. If I buy other things to flip it creates sales tax issues.
