Because IME that will cause the listing to show international shipping even if you chose the no international shipping option when you listed the item.
+1
You pay to ship to Kansas or something and eBay does the rest. Albeit quite expensively for the buyers or so I hear.

You are protected, just keep in mind there are high chances you wont get the item the way you expect it. (or wont receive at all)

Sometimes ebay also does not bother about its customers. It depends on the rep who gets the call and decides to help you out. Have had a very bad experience earlier. High chances of not getting the item as expected is true.

I sold a book on eBay.
The buyer states, that he was supposed to receive 2 CD, I gave him 1 CD.
I contacted the book publisher, and they agreed that the book only comes with 1 CD.
I let the buyer know this, and he still wants to return the item, due to expecting to receive 2 cd
Do I need to let him return the item?

You are not required, unless you wrote in the listing that it includes 2 CD's.

Either way as usual, if the buyer is a jerk, he'll open a case, and eBay will side with him.

I never deny returns, I just discourage them by charging a 15-20% restocking fee.

If the listing did not state 2 cds, and the manufacturer website supports you then why wouldn't he win the case?

Buyer usually wins.

He could just claim its not as described without giving much details.

I don't understand why he wants to return it, if he wants 2 CD's and it only comes with one, what is he missing that he expected it to have?

My guess, he probaly copied the CD, and now has it already :)

The tracking on an item I sold has not been updated in a week and the payment funds are not available yet.
What should be my next steps?

I know the 08701 post office doesn't even scan packages. They just ship everything off to Trenton and it's first tracking appears 2 days after you ship.

They ship it to Trenton but almost every package I ship shows the Trenton scanning by the night of when I ship it.
