The title takes everything out of context. He was talking about people arrested/stopped at the border. You have to reach certain stages before they put out a border stop on you. I am not sure why A7 decided this was a good title or what they're trying to accomplish

I thought it was out of context for a different reason - that they only just started drafting Chareidim in any large numbers, so it stands to reason that most evaders are not Chareidim - yet.
