National grid CC payment

Hi all,

Couldn't find an answer searching the forums..
National Grid (in brooklyn) uses Western Union Speedpay as the way to pay their bills using CC.
They charge a $2 fee, with a max of $600 payment (0.33%).
But the language in the T&C on thir site (https://www.speedpay.com/westernuniontac_cf.asp) is very vague about whether this will be classified as a purchase or a cash advance by the CC.
Has anyone had any experience with this? How does Chase or Amex classify these?

I pay all the time with a CC.  It is a regular purchase.

did a coned large "purchase" to finish a spending threshold on my citi aa, no problems

Makes sense even w/o a spending threshold - it's $2.25 / 600, which is a lower fee than a VR card for example - 0.375 cpp vs. 0.79 cpp for VR.

Yes.  I pay anything and everything with a CC if I am able.  It adds up at the end of the year.
