Most TA's can check on their GDS eligible baggage interline, i used it a lot, as i do a lot if IY tickets, they dont interline with almost any airline.

PS i think that US Air stopped to interline baggage if the 2 legs are not issued in 1 ticket.

Nope. Can be two separate tickets.

For example I had once a UA ticket and a AA ticket. AA was first flight and I had my bags checked all the way through.

flew from kbp lhr on ba lhr nyc ua, ba on the phone said cant transfer luggage direct check in agent said no prob sent it all the way through. landed ba terminal 5 departed from terminal 3 all arrived without any issues.
