By the google voice account, settings, phones, take off the check from the google talk.

If you still want to see a call coming through, but just not to audibly ring, what you can do is in windows 7 you can manually mute individual programs, so you can just mute "Hangouts Plugin", or just make it really low. The caveat is that it will also effect google chat notifications.
