Sending money overseas from a CC

Someone from overseas want to pay my father $7500 from his AMEX CC. What's the easiest / best way to do it? Going thru Paypal will cost $225. What about AMEX GC? Or can anyone think of another way?

Is it for businesses only? How long does approval take?

ETA: I reread that thread, and it seems that FX will only take funds from a bank account, not a CC.
