With an akum you can follow the local laws.

Either way, you would need to ask a dayan. A posek is generally someone qualified specifically in Yoreh Dayah.
my case involves an akum
my rav recommended i pay the less amount
so i took the lower estimate, added on sales tax, and rounded up to the nearest 10

My neighbor scratched and cracked my bumper more than it already was.

I shook his hand and said I hope his car was ok.

Could I have asked him to pay? Sure. Ethically? Also yes. But I'm happier this way.

a guy smashed our bumper last week and wants us to give him an estimate. i went to the dealer and just by looking at it he said he thinks the only problem is bumper so it would be 1140 (with tax i bump that to 1240). we then took it to a more heimish place and they also said they dont think there is any internal damage, and they said it would be 700 (bump it to around 775 for tax).
if he writes me a check, there is no way im going to the dealer, so is it wrong to tell him 1240?
a little OT, unless u have luxury car those quotes both from the dealer and from the body shop sound outrageous.
On my car (04 avalon) the dealer price was $700 and i got a beautiful job done for 350

its a 3 year old car and the thats with an actual honda piece replacing it

my bumper wasnt damaged at all so the cases arent comparable. ethically i wont feel even a little bad taking the 770 i told him. i only had an issue with the 1240 which is why i discussed it with a rav

depends if you have to replace or just repair the bumper
last year with a different car i slammed into a tree backing up while parallel parking
had them heat it up and hammer it back out
best $10 i ever spent

don't know which honda u have but I just checked plaza honda and the 2012 accord bumper retail price is 350 primed uninstalled, $800 bucks seems a bit steep for paint and labor.

(I don't recall specifics. maybe $300) He was very grateful, and I broke any stereotype he had of money-grubbing Jews.

Sometimes it's better to have a police report.
People could have phony insurance and allot of other things.

He signed a paper that he was satisfied, or whatever, from my lawyer friend.

Just a note: A police report is not reported to the insurance company by the police - only by those involved in the accident.  So getting a police report doesn't lock you into going through the insurance.

And a long time ago I didn't get a police report and the other car managed to produce 2 extra passengers with whiplash by the time they reported it to their insurance company.
