Whay quote are you looking at?  I see where it says 'to boiling' ans '150 degrees'.

But I don't see how you can prevent any water from getting near the wiring

water cannot reach above boiling and therefore can't reach 150c

Still confused what you need it for. Is this for Kashering? At my Shul they just put a commercial-sized pot on the stove. Could be they also throw in some things for extra heat like certain rocks/bricks.

Kashering the sink, not keilim.  I hold that irui kli rishon is fine, and have used it before.  I prefer to make the sink a kli rishon, though.

Aha. You could also just buy a sink insert. Sorry to go off track from your purpose, just offering other suggestions :)

You can get them at higher wattages also, just google "screw in water heater element"
Keep in mind that your breakers will trip above a certain wattage (1800W for a 15A, 2400 for a 20A at 120V)

In that case, I would agree with your idea of using 240V and just get the highest watt element that works with whatever wire you can get inexpensively. Even 12 gauge wire will conservatively (80% of the standard 20 amps it's rated for) get you to 3840 watts. They should have a nice selection at HD/Lowes and will probably have some other water heater replacement hardware if you want to figure out some way to mount it.
