Check out their quite easy and powerful content restrictions.
Suggestion: Have someone else have the password (or half and half with a spouse) and do the following:
Lock installing apps + remove browser + add apps you need (possible rules: no games, no sports, no entertainment, etc.).
[Occasionally an app will have a built in browser/or need to access a certain website - just go back in to settings (with password) and add that website].
There is time restrictions and more features too.
(May not be enough for teenagers - consult your own advisers - this solution sure beats doing nothing and there is no excuse)

big fan of Techloq as well.
They respond so quickly to emails with questions/unblock requests
Some unblock requests are automatic and some a person has to do it.
They do work regular business hours with offices in Israel and maybe a few people working some night American hours.

Is there a way to block the browser etc on an IPad so it is 100% safe for a teenager to use offline? Does TAG do this? Thanks

At some point I remember hearing that TAG will open it up and break off the wireless antennas. Not sure if they still offer that and if you'd want to make this permanent

TaG says Nothing is ever 100% safe, especially with teenagers, but I think they like apple restrictions. Iím pretty sure you can totally block the browser with a password

Many apps will have built in browsers. Make sure the kid cant tap an add or press on the privacy policy in Google maps

I personally dont have, but I have heard nothing but rave reviews about Techloq. Expensive, but everyone says worth the price.
does techloq work on a iPad?

They do on the newer versions of ios but I'm not sure they are perfect.

Case in point: Telegram has much undesirable content and a full web browser but since it was labeled as a messaging app it was marked as age 4+... took years to mark 18+

There are currently 5 ways to reset your Apple ID which removes the restrictions in some cases temporarily until you sign back in 3/5 everyone knows and 4/5 the Gentech filter working with restrictions blocks. Apples restrictions are great but for teenagers todayís day and age.... nothing is safe and when itís so easy to remove filters/restrictions god forbid what could happen. 

Donít get me on my word about the amount of ways to remove restrictions there could be more didnít say that not.

Gentech is very good. Best for me at least, having used multiple filters over the past 10-15 years. Not perfect but the best of the bunch. And certainly not cheap!

and finally DOL Followed up and requested a scan of every page of the passport to prove that he didn't travel OOC

Netspark ran me out of TLV for a few months after I came back to America and caused me issues, but eventually changed to NY.
