Suggestion: Have someone else have the password (or half and half with a spouse) and do the following:
Lock installing apps + remove browser + add apps you need (possible rules: no games, no sports, no entertainment, etc.).
[Occasionally an app will have a built in browser/or need to access a certain website - just go back in to settings (with password) and add that website].
There is time restrictions and more features too.
(May not be enough for teenagers - consult your own advisers - this solution sure beats doing nothing and there is no excuse)

I haven't tried it, but perhaps k-9 with settings to block all categories/websites?

It has been mentioned that WebChaver which uses Covenant Eyes software may cause issues with other software. Has that improved in the last few years? Anything specifically to be careful about? Are there any other similar services that report activity to designated person, that works better?
I am sometimes accused of overthinking things. I am still mulling over whether that accusation has merit.

True - it's just a lot of steps, and we'll have to put the network card back in when the adults want to get online to update antivirus / whatever.

Does anyone know what filter tag is recommending these days?

Netspark is not free, but TAG recommends it because it's actually a filter unlike most of the others.
