Check out their quite easy and powerful content restrictions.
Suggestion: Have someone else have the password (or half and half with a spouse) and do the following:
Lock installing apps + remove browser + add apps you need (possible rules: no games, no sports, no entertainment, etc.).
[Occasionally an app will have a built in browser/or need to access a certain website - just go back in to settings (with password) and add that website].
There is time restrictions and more features too.
(May not be enough for teenagers - consult your own advisers - this solution sure beats doing nothing and there is no excuse)

As far as I know, there is none yet. Read up thread, it was discussed. I believe google plans on making android apps available on Chromebooks sometime in the future, but until then....:(

Android apps will be available on many chromebook models in the future. As of now, they're only available on the chromebook flip.

most verizon basic phones have the option in restrictions to block web/txt
I would still recomend blocking it by TAG or Mshimer as they block it with a program that blocks reset from the phone

P.S. Welcome to the forums
Net Nanny, Qustodio are in the same category as K9 (at least in my eys), both can be removed very easily. meshimer and livigent by TAG (BTW TAG - Livgent changed there the name to Gentech...) are as of now the most foolproof filter (not that they arent..) and they are real time content filter.
meshimer vs tag
meshimer is more expensive and they have more struct policy's

i ordered several times these gusto 3 from walmart and they came delivered to me unscanned , so i was not able to activate it (they will not scan it over the phone) unless you do local pick up. i returned it and they sent me another one and the same.... i finished ordering one from ebay, a bit more expensive then walmart but cheaper then the local store
p.s. these phone can only be activated on the verizon prepaid plan, not PagePlus red pocket etc.

NativUsa can only block it not filter. I think Livigent does filter it, I didnt test it for a long time

I know this has been asked upthread, but currently which android os can easily b rooted to uninstall the browser and google play store? And which stock apps do i have to worry about having back door acsess?
