Suggestion: Have someone else have the password (or half and half with a spouse) and do the following:
Lock installing apps + remove browser + add apps you need (possible rules: no games, no sports, no entertainment, etc.).
[Occasionally an app will have a built in browser/or need to access a certain website - just go back in to settings (with password) and add that website].
There is time restrictions and more features too.

NetFree along with WiFree. Most protected filter I've ever seen.

Probably K9. Although it doesn't really do the job, as it won't block Google images. Plus others issues as well.

K9's website doesn't list W10 as a supported OS

I just decided to try NativUsa over k9.
They are very interesting with greying out skin. A lot of regular pictures get messed up as well but other than that it seems fairly good to start with. You will obviously have to edit it to your requirements which may take a bit of time.
Thats what we do for our neshama though!

Which of the livigent based filter providers (such as Meshimer, gentech, venishmartem,  native, etc)  would be the cheapest for office with 4 pc's?

Palestinians ≠ Hamas

Don't know the answer to your question. But Nativ is certainly not livigent based, and Venishmartem I think also aren't.

You can call them for exact pricing but from the pricing available on their respective sites, it seems that Nativ is certainly the cheapest (by a lot). They charge $140/y for one license which "Protects up to 2 computers" http://www.usanativ.com/plans.html. But -as said- they aren't Livigent based and I think that they are even more restrictive.

(BTW, in correction to my previous message, Venishmartems seems to be replaced by GenTech, that is where their old website is redirecting http://vcfprotection.com/vcf. And BTW there's another separate filter that isn't Livigent called NetSafe https://www.netsafepro.com)

Here are the prices per year for 4 PCs as it seems to me from their sites.
Meshimer    $539.52
NativUSA    $280.00
GenTech    $499.96
Geder    $623.52
NetSafe    $456.00

AppLock (which was Smart App Protector until recently) is one of the best ones available: https://play.google.com/store/apps/details?id=com.sp.protector.free&hl=en

For best protection make sure to also install the Helper app that goes along with it https://play.google.com/store/apps/details?id=com.sp.protector.helper&hl=en, and also make it in the settings as a device administrator.

+1 but I think you need to add advanced protection or activate it from the settings. I once got rid of it very easily.
