Suggestion: Have someone else have the password (or half and half with a spouse) and do the following:
Lock installing apps + remove browser + add apps you need (possible rules: no games, no sports, no entertainment, etc.).
[Occasionally an app will have a built in browser/or need to access a certain website - just go back in to settings (with password) and add that website].
There is time restrictions and more features too.
(May not be enough for teenagers - consult your own advisers - this solution sure beats doing nothing and there is no excuse)

I'm thinking if the following idea can work,
An organization like tag or one of those filtering companies create a stock-like ROM for popular phone and tablet models, with the filtering/control built in at the rom level,
Yes there are some downsides like issues with updates etc. But for many people it should work

For that you are right, but there's no way (easy at least) to allow app installations but no browsers. So it will stay an outdated and inflexible device just with a few pre-decided apps (and there's already a device somewhat like that available in Kosher cell phone stores.)

And of course, for that purpose, you can use Gentech with an App Lock.

"cheap phones at premium price" is a simple result of the pretty intense work that this requires. And as said most newer models aren't easy -if possible- to install custom ROMs.

I'm not against creating something like this...I'm just saying that to think that this will be done and it will be a good phone and flexible is simply illusions....

Yes, it can be disabled, by removing the file or unblock a particular website by putting a hash (#) in front of the corresponding line in the hosts file. One can though lock the file from being removed/edited. Also, the hosts file solution - one can go around by doing a DNS lookup and browse using the IP address directly, etc.

But then again, for all the other solutions, I am sure there are various ways to go around the filtering as well.

For phones if you don't want Netspark there aren't a lot of options, just the three Livigent based filters. For computers the wiki has some other options USANativ, NetSafe Pro, Covenant Eyes.

Not really. Meshimer is probably the most professional (though not sure about response times) in CS and knowledgeabilty. Gentech is much more flexible (YouTube easily opened when embedded on whitelisted sites, and an advanced YouTube filter offered) and in a sense not so strict. Geder is somewhere in between.

Has Gentech tweaked their filters lately? I've been getting a lot more blocked pages than I used to. For instance, the Lakewood scoop was recently blocked because Gentech detected the keyword "stocking". Tonight matzav.com is blocked as an adult website. Really annoying...

Voice to text is probably because the Google app is disabled because it can't be filtered in Android 7.

Figured that's what it was, I'm not familiar with how it works, is there a simple fix or a setting change they can have tag make?
