Suggestion: Have someone else have the password (or half and half with a spouse) and do the following:
Lock installing apps + remove browser + add apps you need (possible rules: no games, no sports, no entertainment, etc.).
[Occasionally an app will have a built in browser/or need to access a certain website - just go back in to settings (with password) and add that website].
There is time restrictions and more features too.
(May not be enough for teenagers - consult your own advisers - this solution sure beats doing nothing and there is no excuse)

I believe a backup saves mostly everything including messages etc, however your second point is very valid and probably true, I guess the question is whether a backup saves your current settings as well (which would include restrictions)
It would include the original password.

Btw MC, if it's backed up (with the restrictions set in place) and then restored, I understand that the restrictions would be restored as well, am I wrong?
the risk is after the reset and before the restore. they do not have to be done together so you can use the phone in between

Is your internet access thru a public wifi? Because when I was traveling and using a public wifi I had this problem.

Any filter in any computer would have this issue.

Any computer could be reset to factory settings, and then you have Internet access without a filter.

For most people, this is a big inconvenience to reset a device ect... for most of us the point of the filter is to protect us during the every day use if the device.

If the person using the device is trying to access unfiltered Internet, no filter will stop them.

I don't think you can do that. You can block Google play entirely, but i dont think you can block only certain apps.
