I have an idea which would involve a service fee from the city of New York.

I'm looking to partner with an app developer to co found this venture.
I will make all the connections and market the app.

Developer must have experience with gps based apps.

I have experience with tasker, does that count? joking aside, I don't think you need specific experience with GPS; as it something which the phone gives you pretty clearly.

The app will be tied to gps, it's a bit more complicated then say a gps "looking for a restaurant within your area"
