I don't know which Chabad bakery you are referring to.

In Crown Heights they definitely time it at 18 minutes from the second the water is poured.

In Kfar Chabad, I believe they used to measure the 18 minutes from the moment the dough was put on the table (except for chaburos). IINM they no longer do that but go 18 minutes from when the water hits.
It is not a lubavitch owned bakery but is bought from them by Lubavitch (knowing what they are getting). Maybe it is for hefsed meruba cases where it is better they get that than them eating bread.

Whose hefsed merube are we talking about? What's the cost difference between doing 24 minutes vs 18 minutes?

I have no idea, but they are definitely able to buy them from this bakery for very cheap as closeouts. Not really sure about the specifics. I just know that they do it. I also think it is only to 22.5 minutes.

If I fly into NY for a day trip next month, which matzahs should I try and where do I buy them?

Definitely you should visit Satmar Broadway, it's probably from the busiest and most Mehuder in the Heimish world.

Its the taste i grew up on. I'm taking my kids in to the city every year when I'm going to bake and buy Matzos. (it's kids friendly, when they behave...)

They say the reason they have that great taste is because they are taking wheat from different locations like NY, Indiana, North Dakota, Kansas and more, and they playing around mixing them before milling. that the secret for the taste. also the water well where they take the water for Mayim Shaluni has a great taste.

price is about $28 a pound.

IME Crown Heights is #1 for flavor (get Whole Wheat). And probably bottom of the list for customer service.

Boro Park IMHO is the best, obviously Whole Wheat.
