can anyone recommend a discounted off site parking for LGA?  every where I see its $18-20 a day

Cheapest, besides the street, is the Parking spot if you print out the coupon but like you said it's still $20/day.  Even if you park on the street and get a ticket for alternate side it's only $45... unless they tow you of course.
