You've got time. The Mishna Berura paskens that you have until the fruit of the tree ripens, and even l'chatchila it's not tied to chodesh nissan - rather it's from when the tree flowers to when the fruit start growing. I normally make the brocha by my parents, and over Pesach their cherry hadn't even flowered yet.

Does the tree have to still (annually) give fruit? Or if fruit no longer grows but it still blossoms, its enough?

I believe the answer is that it has to currently produce fruit (ie as long as it produced fruit the year before you can make the brocha), but if you made the brocha on what was actually a barren tree, you don't repeat the brocha on a different tree.
