This is what I figured out
1) if you don't have an Avis preferred account, just sign up using the link in the wiki. You should be upgraded to "First" within 24 hours (might be instantly).
2) If you do have an Avis Preferred account.
2.1) If you're 25 or older use the email link which you'll find on the bottom of the page. If you're not getting the upgrade after 24 hours, just call 866-842-5552 #3 and ask them to be upgraded
2.2) if you're under 25 sign up for a new account with the link in the wiki (make sure to select "I don't have a wizard number ) you'll get the status immediately you'll get a new account and if you have any rental credits it won't transfer if you do figure out how to combine the accounts please let us know
