You can always purchase the ticket for the infant in Y, and both adults in J. I doubt they would make an issue with the child on the parents lap in J besides for takeoff and landing.... and if they do, 1 ADT can be in Y

pretty sure on most (all?) you need to have an adult seated next to any minor (under 12/14/16??), unless you pay for UM (which they prob dont offer anyway for 2 yr olds)

Correct, so UM is from 2 until 14-16 typically, depending the airline (careful when booking codeshare).
The UM obviously would not be allowed having his own infant, and I believe that the age of one being allowed to have an infant attached, is the max UM age + 1.

Either 10% or tax.. each airline and depending where you go, will be different.  Call and ask to add infant and see what they say.
