I remember reading that the internet service provider can get angry if you keep on shutting off your router to get a new ip, can anyone confirm?

Also, does shutting the router create a new ip, if your internet is DSL?

How does the internet service provider know why your turned off your router? Maybe you wanted your kid not to have wifi before doing his homework?
I have optimum internet and disconnecting the router gives me a new IP. Mine takes many hours of being off. I do it over night or over Shabbos.

Maybe you had a power outage, or you were moving the router to another room. Who knows?

I need to be able to log in somewhere from a consistent IP address (something OptimumOnline residential doesn't offer, nor does Optimum Wifi Hotspot)
Any of there (free?) services that would help for that?

IIRC Optimum does offer that, and IIRC it's the default (unless you reset your router). Have you asked them to give you a static IP?

some of the more expensive VPNs will will give you a static IP
