Correct and his friend can live anywhere in the world. If the friend is in Florida then I am interested in the exact start and end point and who was asked though, since I spent quite some time measuring some parts of Florida about a year ago.

What are you lol'ing about?

You and I don't get it as it's not part of our upbringing and/or culture. But it seems obvious to me that there's something to those payos, that people will keep them (and groom them) way more than they will stick to other external identifiers of being "charedi". There's absolutely nothing halachic about it (I've seen more than once "payos" that are basically long hair growing from above where the halachic payos are, with the actual are of the payos according to halacha being trimmed short). It's something cultural.

I actually feel very bad for this guy (who IMHO is lost). IINM he just turned 20 recently.

The guy heckling him seems to be the producer.

Exactly. To you and me it looks odd. As to us payos seem to indicate a certain level of conservatism. And there are other things that just don't jive with long payos in my mind.  But for reasons that are beyond me, it seems like in certain cultures it means something else.
