ADM actually stands for "agency debit memo". And yes, we WILL get slapped with those for not acting in "good faith". For example, "hidden city ticketing" is against the rules. Now, if I book one person NYC-TLV-NYC-ORD, I can always play dumb and say that this guy insisted he needed that last leg to Chicago, and it's not my fault he "missed" it; but if they see that I am doing it on a consistent basis, issuing dozens of such tickets with all of the passengers missing the last leg, then they can penalize me severely, because it's pretty obvious I'm doing it on purpose.
So it really boils down to how obvious it is that I'm being shady. Booking NYC-TLV followed by PRG-NRT (like the recent main site post) is extremely obvious that the last leg is only being booked to trick the system, and the airline would fine the crap out of me. But the Delta glitch a few months ago, where you could book NYC-LAX round trip for $50, would not be a problem for me to book - I put in the origin and destination exactly as usual, and asked the system for an "auto-price". Not my fault if it's spitting out a ridiculously cheap price; I followed regular protocol to the letter, so I'm (usually) not to blame.
