Depends on her height and her riding abilities. Check Target? Walmart?

think about getting a balance bike
 its the newest way to teach how to ride a 2 wheeler
think they sell it in costco

If buying a bike which has side wheels that can be removed, ie to ride it later with 2 wheels, make sure that the tires are made of rubber no plastic, and make sure that by sitting on the saddle, she can have both feet flat on the ground, otherwise basically very hard to teach how to ride.

If your daughter is more the lebedige type, you can buy the aforementioned bike, otherwise buy a more babyish bike or trike, so to get used to the pedal movement at least.

as ka"h kids grow fast, its maybe an idea -if you want her to learn riding on 2 wheels- to borrow the first bike, for a short while, and buy a good one after.
