Is this a normal reason to be rejected?

So I applied for a Chase/CO credit card recently and was denied for a few reasons, one of which was:
          "Repeatedly alternating between carrying and paying a balance in full during the last 24 months".

Just as a little background, according to Mint.com (yes, I use mint, not yoodle or whoever) I've paid all of $3.10 in fees on my various credit cards, some of which wasn't even financing, but foreign transaction fees.

Is this a normal reason to be denied?
I would assume that spending money on my credit card is a reason to approve me....
