The green is grounding for your protection.

Most likely reason is there is some sort of short between black and green. Either in the power bar or outlet wiring. Test power bar in another outlet. Also for this outlet plug something in that uses the grounding plug and see what happens.

If all else fails fly me out there and I will fix it in minutes.  :)

He was already pumping 220 volts into it before the rewiring and that did not blow the fuse. The only difference I see is that previously the ground prong would slip below the international adapter and not make contact with anything, but now the ground wire from the power strip connects to what is supposed to be the ground prong of the outlet. Some surge protectors have an LED that indicates the status of the ground and I thought that there is a possibility that connecting the ground wire could activate the circuitry for that and cause the overload. This is why I asked if it was a power strip or a surge protector. If it's just a power strip it shouldn't have any electronics of its own and the extra voltage should not make a difference unless it was truly being overloaded by a high wattage item plugged into the power strip.

So this is the front of the bar, not sure if that's considered a surge protector or not.

I've tried wiring in just the live and testing the ground plug and I'm pretty sure I'm getting electricity in the grounded holes, gonna test it again now to make sure.
ETA. I think this power bar is broken, I just tested it all three holes are apparently live even when the "fuse" is off.
Gonna try getting a new power bar and try this again.

What's weird is that in the US I used it for a year without an issue the only thing I can think is that the outlet I was using wasn't really grounded.

How were you testing them. Is this just a single lead tester you touch to each terminal/hole?

It may be getting a "live" read from another "hole", is that possible?

You might be getting those reading because of some type of surge protection the strip might have. Remember the power strip works with the adapter.

Did you try the power strip in a different outlet. Also do you any appliance that has a three prong plug and try it in the outlet.

Update. I bought a new power bar wired it up and it works like a charm. Thanks for all the help
