I tested the voltage with the chime off, using the live and neutral (not sure if that's the proper terms here) from the image above. (it was 10v)
Where did you measure it at? The two wires at the doorbell?
Only on DDF does 24/6 mean 24/5/half/half

No, those two are both live. I tested it where the picture above is (by the chime).

As usual I am confused. There is no power at the chime unless you have a lighted doorbell switch, or someone is pressing the doorbell.
Only on DDF does 24/6 mean 24/5/half/half

The way it seems it's set up is that the button completes the circuit and is only on the live wire. Like an old style non neutral switch

So you are pushing the button when you test for voltage at the chime?

Yes it helps. You understand only one wire from the transformer goes to the chime? The other wire goes through the switch. The way you are testing, one lead would to be on the chime (F, T or B) and the other lead would have to be on the wire going to the doorbell. I am assuming your leads are not that long or are the doorbell switch and chime close enough to each other.

Here's how:

I see three wires coming out of the wall in your original photo. Label them A, B and C in whatever order you please.

While the doorbell button(s) not pressed, what is the voltage when you probe:
A and B:
A and C:
B and C:

While the first doorbell button pressed, what is the voltage when you probe:
A and B:
A and C:
B and C:

If you have another doorbell button, for example a back door, while the second doorbell button pressed, what is the voltage when you probe:
A and B:
A and C:
B and C:

Was either doorbell button known to be illuminated when it worked?

Here's how:
You also have to add in if the doorbell button has a light or not.
If there is no light and the doorbell is not pressed, then you will read zero for and combination of A/B/C.

True, but I assume since it's an apartment where there is probably one main transformer at some base somewhere, the two wires from the transformer and the wires from the bell meet at the chime, and one side is tied together.

Why would they run one end from the transformer two the bell and the the to the chime if they can have it both go to the chime, seems to make sense to me.

The live from the transformer is attached to one side of the bell only (and not the buzzer), the other end from the bell gets attached to the buzzer along with the other neutral wire from the transformer. The circuit is complete when the button is pressed. Simple stuff

Let's try this again ;D

From the transformer the live gets attached to to the 1st wire from the button, the neutral gets attached to one end of the buzzer.
The 2nd  wire from the button gets attached to the 2nd side of the buzzer
