If it's low voltage (it usually is) you don't have to worry about turning off the breaker

Is the thermostat connected to power or is it battery powered? If it is the latter (most likely IMO) then the 3 wires are low voltage and turning off the breaker won't do anything anyway

Yes, inside. I don't know, the plug is the heaviest I've ever seen for a plug. It's at least 1 pound and I hear horror stories occasionally of too many things connected in too many different ways that were not designed for it.
If it's not free shipping it's not worth it.

I didn't follow your link but sometimes  those heavy ones are screwed to the outlet

This one doesn't have a screw and it's also not even three prongs so I guess it can't be that heavy duty

Not making sense. Look at these two. Switch #3 had no effect.

Do you want switch #3 to reverse the state of the bulbs (on/off) or to turn the bulbs on/off together no matter what their state is (on/off)?

ETA: I don't think the second part of my question is doable.
