Are the top two BX cables the only the only places wires go in/out of the box? Does BX on top left have two wires and BX on top right have 3 wires?
Wires #4 & 5 are tied together with the red wire nut?

The BX on the right is live in, the wire to the light and neutral. On the left is a live which is sourced from the right, and a neutral. (When that is disconnected a light nearby loses power)

All good expect the part about two fuses controlling the live wires in the box.
I am guessing the line you add get connected to the black and white wire on the right?

Update I found the box and it turns out it was connected to 2 fuses.
Only on DDF does 24/6 mean 24/5/half/half

You only have one hot (live) wire coming into the box in the picture. That should be controlled by one fuse.

Correct. The problem is it's controlled by two. Meaning if either fuse is switched on, the hot will be live (if that the correct way to say it :) ).
That leads me to conclude that some wire somewhere is connecting both fuses together. While I don't believe it's a concern, it would be nice to fix it.

I get that part. But how are you testing the wire? You using a meter, the light goes off/on or some other means?

First tested the light, then used a meter and a non contact voltage tester.

You are probably thinking at this point "man this guy just won't stop". There is a reason and that reason is your safety.

Is this correct:
You turn the light on
Switch fuse 1 to off, light stays on
Switch fuse 2 to off, light goes off
Switch either fuse 1 or 2 by itself on and light goes on

If this is the case then you have two fuses in parallel and it needs to be corrected. Unsafe condition for the appliance and yourself.

Suppose it is not very different from a 40 amp fuse. A 40 amp fuse is dangerous when the gauge of the wiring requires a 20 or 15 amp fuse. The wiring could be overheating and starting a fire while the fuse refuses to melt down.

Can't find a good article explaining it. If you put 2 x 20 fuses in parallel you won't achieve 40 amps but may get close to it.

As @David R pointed out the wiring is a major concern but also are the switches and outlets. They all have ratings on them. Now you don't need anything attached to them for a failure to happen. You can have a short in the wiring itself to cause a major problem. 

Maybe there is something I am overlooking and you really don't have two fuses in parallel. Either way I would get this checked out ASAP.
