Linking Bank Account Without Verfcation

Ive linked my Bank account to my brothers CCs to pay them off, never had an issue yet.

When I pay my Chase bill by linking an account, CMIIW, but I do not remember it asking for a name. 
Same goes for Amex, Citi, etc.

Now, if I mail in a check with someone else's name on it, now that is a different story...
