A.c. installation with brackets

Is there really a law that you must use brackets, or is that made up by landlords?

I had 5 air conditioners in my NY (Brooklyn) apartment. The only one that I used brackets for hung over a sidewalk and was 22000 BTU. Anything less and I would say don't worry about it
