(Although, see Kaf Hachaim OC:237:9 where he uses the lashon of issur IIRC, PCIIW before you say "c'v".)

The Shar hatzion in 238:1 Says that even the machmirim dont hold that it is an issur. Besides, if one learns a pirush also ie targum there is no problem to begin with.
The kaf hachaim in 237:9 says "ein rouiy". He permits tehilim after chatzos.
Virtualy everyone holds that this inyan does not apply on shabbos, Y'T and even Thursday night.

IIRC one of the poskim says the loshon C"V to stop ppl from reading mikra, I have to find it.
